After surveying nearly 1,300 expatriate managers between June and mid-August, PERC gave scores of zero to 10, with zero being the best and 10 being the worst, to denote how well countries were protecting intellectual property rights. Indonesia was given a score of 8.5 because it is failing to enforce its intellectual property protection laws, and because piracy levels in the country are the highest in the world.
